Lesson-1
 Human Resource Development
a.    The production of skilled human which run development activities in
particular field is known human resource development.
b.    Providing trainings and education to people in order to enrich them with skill, knowledge and capability is HRD.
c.    All the resources are categorized into three groups; Natural, Economic and Human resources.
d.    Human resource is the most important than other resources because it can mobilize all other resources. Without human resource, other resources remain unused or go wasted.
e.    Human resources are the agents of a nation's economic, social, cultural and technological progress.
Short Term Resources
a.    The human resource that is prepared to fulfill the short-term needs of a country is termed as short- term human resource.
b.    This type of human resource is prepared through short training,
assessments or education within short time and investing less money.
c.    Government produces this type of human resource based on needs.
d.    Government focuses on producing short term human resource of all fields; agriculture, tourism, industries, etc.
e.    Enumerator, volunteer, term security personal etc. are the example of short -term human resource.
Long -term Human Resources
a.    The human resource, which is prepared for fulfilling present as well as future needs and purpose is defined as long term human resource.
b.    It requires more education, training, investment and longer period of time for preparation.
c.    The government has to formulate appropriate policies and initiate various projects for the production. Such manpower supports for establishment of large -scale industries.
d.    To produce such manpower, government should have smooth, clear and result oriented mission, vision and will power.
e.    Doctors, engineers, teachers, lawyers etc. arc the example of long- term human resource.
Sustainable provision of human resources
a.    Availability of skilled human resources in all the time in any sector is sustainable provision of human resource.
b.    For sustainable provision, skilled manpower should be produced for all sectors.
c.    Supply of necessary manpower today and tomorrow without any shortage and having no large excesses.
Human Resource Development and Human Resource Management
Human resource development is the process of appointing qualified human resource, distribute them appropriately and train them. It is an act of increasing ability and skill of an individual through skill-oriented training and education or developing resource as a whole.

It is a part of human resource management. Human resource management is the total management of the human resources, expecting to improve the overall performance of the organization.
Human Resource Development
a.    HRD covers specific activities of development part i.e. training, learning,
career development.
b.    HRD related with the preference of the people only.
c.    It is conducted tor improving the efficiency of existing human resources
institutions.
d.    The purpose of HRD is to empower and strengthen the ability of workers.
e.    It covers narrow area.
Human Resource Management
a.    HRM covers, comprehensive activities of management i.e. planning, staffing, managing and evaluating.
b.    HRM With the development of the entire organization.
c.    It is conducted for overall management of the human resources in institutions.
d.    It is more focused on the result or output of organization.
e.    It is broad and covers wider area.
Importance of Human Resource Development
a.    Only with sustainable management of human resource, development runs smoothly and sustainability. 
b.    It helps an organization to reduce or increase manpower according to the cost of labour or entire production.
c.    It helps to find out the real demand of human resource.
d.    It also helps to diversify human resource.
e.    It supports for human resource management.
f.     It makes an easy and proper utilization of other resources.
g.    It is Important for the management of time, resource management, energy management, capital management, etc.
h.    It increases the total productivity of an organization.
Process of Human Resource Development
Human resource development is a systematic process of the production of human resource with skills, knowledge and capability. The major steps involved to human resource development are as follows:
a.    Recruiting and staffing
b.    Orientation and training
c.    Career development and counseling
d.    Talent management
e.    Leadership development
f.     Evaluation and monitoring
g.    Control
Human Resource Status in Nepal
a.    Nepal is an agricultural country. However, the agriculture in Nepal has not been mechanized and modernized due to the lack of skilled human resources in agriculture.
b.    There are problems of poverty, lack of technology, market, transportation, and low agricultural production.
c.    Job opportunities are very less.
d.    Rural people, Dalit, disadvantaged, women, disable etc. people are not competent for technical and office works.
e.    We have huge number of unemployed human work force accounting 8% out of 450,000 work forces produced annually.
f.     Everyday around 1500 youths go for foreign employment.
g.    In foreign land too they do not get good jobs as they are unskilled and
untrained for modern jobs.
h.    They work dirty, difficult and dangerous jobs in low wages. (3 D jobs)
Problems of Human Resource Development in Nepal
a.    Lack of technical education
b.    Lack of dignity of labour
c.    Lack of budget
d.    Political instability and lack of effective planning
e.    Social discrimination
f.     Lack of sustainable plan for HRD.
g.    Lack of good governance
h.    Excessive dependence on foreign assistance
Activities to be done for human resource development
a.    Focus on producing technically qualified and competitive human resource in nation and international market.
b.    There must be balance between demand and production of human capital.
c.    Vocational and technical education should be given priority.
d.    Integrated programmes of theoretical and practical education should be launched.
e.    Effective short term and long- term policies and plans should be launched.
f.     Programs should be made for developing and promoting entrepreneurship.
g.    Education system should be upgraded as per the demand of time and the world circumstance.
h.    Population situation and the needs and demands of the country should be thoroughly studied.

Ans: Hard working and skilled human resources are needed for Nepal in order to reach the level of developed countries of the world.

Ans: Short termed human resource is prepared to fulfill the instant demand of accomplishing certain job whereas long termed human resources is prepared to fulfill both the instant and future requirement of accomplishing certain jobs in the country.
